Enter is allowed, as on the keyboard, there is an enter on the number pad which isn't on the home row, which, since nobody can tell the difference, is allowed.
US-QWERTY would be chosen, since that's the most commonly used keyboard, making it depend on whatever keyboard layout a poster has wouldn't work at all. By that logic, you would be allowed to go to the character map and click any letter you want to copy it, because you're not using your keyboard.
